August 21, 2017 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. Residents or township members included Rita and George Mathews, Lori Wilkins, Taylor Dietz, and Felicia Cunningham with Douglas County United Way and her husband Alonzo Cunningham.
Jimmy Wilkins motioned to approve the August 8th, 2017 City Council Meeting Minutes, Elsie Middleton seconded the motion. Elsie Middleton had a question regarding the property at 344 Clark also known as Pat Ragan’s property. It was clarified in discussion that the Ragan property is being monitored, that no action was taken at the last meeting.

Mary Jane Hoffer motioned to approve the bills before the council. Tim McNish seconded the motion.

Rance –
– Water plant chemical pump issues, resolved; it was an issue with the outlet.
– Lift station at Marlene Hackathon’s was installed; M&M is doing the wiring. Decided to go with a different pump, the former pump needed too much work.
– Douglas County is going to mill and re-asphalt Woodson mid-September. They will be redoing all existing asphalt and curb to curb
– Kansas Department of Labor came out to do an inspection, have not received the letter yet, found a few things that need to be addressed, mostly just installing GFI outlets, a few exit signs and things of that nature. Will provide letter when it’s available to council.
Lynley
– 2020 Census: local update of address, estimated to take about 21 hours, council agreed that we should look into participating in this.
– Bankers bank issue with card payment from July and August not clearing our bank. Peoples bank said they will provide free stop payments on the checks at our request. Council suggested stopping payment at least on the July check and re-issuing.
Old Business
– Property concerns: Hatcher at 130 E. Woodson. It looks as though someone has mowed outside of the fence. The certified return receipt letters were returned to the City not picked up. Council requested to find out if an order of violation needs to be created before we hire someone to mow it? Also, it was noted that there used to be dogs there, it was requested to check to see if there are dogs at the premise anymore.
Pat Ragan property at 344 Clark at last council meeting some mowing had been completed, but weeds have regrown, there was an area not mowed, there are old appliances, a horse trailer, a run down mobile home. Council requested a letter of violation be sent.
– City attorney Jeff Heiman was received a copy of the deed to the downtown business district. The deed describes the property as individual lots. He no longer see’s an issue with each lot being sold individually.
New Business
– East doors for Pride building, we looked into the cost of replacing them last year, the ball kind of got dropped on that. Contact information for 2 more vendors to get bids will be provided to Mary Jane Hoffer.
– Discussion of water main extension on Jones Street for Taylor Dietz, consensus of the council is that the expense of the extension shall be Taylor’s responsibility.
– Discussion of roadway improvements on Jones Street occurred. Council requested to that the road width be confirmed before making any other determinations. Also the council asked that an opinion from City Attorney Jeff Heiman be sought in regards to subdivision regulations applying to the building project. If subdivision regulations do not apply, are there any other authorizing regulations that dictate who pays for roadway improvements?
– It was suggested a Thank you be extended to Tim Rues for working with the court help and having them do projects around town.
– Council asked that an opinion from City Attorney Jeff Heiman regarding the allowed use for the property at 344 Clark Street owned by Pat Ragan. Can trailer homes be replaced and what do they have to do to be able to do that?
– Felicia Cunningham with Douglas County United Way introduced herself to the council and announced that the United Way annual kick off would be September 13th at Crown Toyota in Lawrence, KS and if able, council person’s should attend.
8:30PM – Mary Jane Hoffer motioned to adjourn. Susie Hackathorn seconded the motion.
