October 02, 2017 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. Council Member Mary Jane Hoffer was absent. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents or township members included Lori Wilkins, Troy and Vickie Clark, Chris Tilden, Jamin Nally, Burke Woods, Kim Richter, Julie Sergeant, Rita/George Mathews.
Susie Hackathorn motioned to approve the September 18, 2017 City Council Meeting Minutes with two corrections, Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays
Elsie Middleton motioned to approve the bills before the council. Susie Hackathorn seconded the motion.

City Council reviewed the no tobacco use/no smoking policy for the Lecompton City Parks. Jimmy Wilkins motioned to approve adopting the no tobacco use/no smoking policy for the City parks. Elsie Middleton seconded the motion.

Building permit application #17-259 for Burke Wood to build a deck at his home was presented to the council. Tim McNish motioned to approve building permit #17-259. Jimmy Wilkins seconded the motion.

Building permit application#17-260 for Jimmy Wilkins to build a new accessory building/shop on his property was present to the council. Elsie Middleton motioned to approve building permit #17-260, Susie Hackathorn seconded the motion.

Discussion continued about how to properly provide metered water to each unit individually. Council decided to continue brainstorming the best option and requested the topic be put on the next agenda.

o Hatcher 130 E. Woodson – Property clean-up has begun, not finished, but looking better. Put on next agenda.
o Ragan 344 Clark – Time has not run out since letter has been mailed.

Rance –
– Hach renewal review – Susie Hackathorn motioned to approve renewing the Hach partnership for maintenance on the CL-17 machine. Elsie Middleton seconded the motion. Motion passed 4 yea, 0 nay
– Lagoon pump – had motor go out, replaced
– VFD motor for water plant went bad, ordered one to replace the bad one, but the other VFD motor is anticipated to fail soon. They are a bit expensive and take a while to get in. Elsie Middleton motioned to order a second VFD motor for the water plant as needed. Jimmy Wilkins seconded the motion. Motion passed 4 yeas, 0 nays.

– Review newsletter – email changes/suggestions to Lynley by weeks end.
– Elsie – E-communities updates – Entrepreneurship business excellence series 4-sessions open to all Douglas County Entrepreneurs. Free to Baldwin, Eudora and Lawrence Chamber Members. $25/Session for non-chamber members. Lecompton does not have a chamber, so if any Lecompton business wanted to attend these sessions it would be either $25/session or they could join another participating City Chamber.
New Business
– Elsie – Downtown grants – preliminary discussion to talk about incentives to improve businesses. City of Eudora provides this opportunity for their businesses and has provided a model to work from. Basically city provides cash incentives to improve businesses a max of $7500.00
