February 01, 2016 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. No residents or other public attendees were present.

Susie Hackathorn motioned to approve the January 19th minutes; Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Mary Jane Hoffer motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays

Jeff Heiman – presented rough drafts of the voting and elections ordinance and charter ordinance. Plan is to adopt after the April elections.

Rance –
– Chip n’ seal road suggestions reviewed. Jimmy Wilkins motioned to approve the streets listed in the estimated bid from Douglas County Public Works, including all streets North of Woodson and 7th Street East of Eisenhower to be included in the open project bid. Tim McNish seconded the motion.

– Skid loader tires/wheels Susie Hackathorn motioned to approve the purchase of 4 new tires and wheels for the City Skid Loader. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.
– Lift station – one at Marlene Hackathorn’s keep’s cycling, may have an issue, would like to call a service tech for help. Was suggested to use Haynes. Council agreed Rance should contact Haynes and ask about service history and routine maintenance and go from there.
– Rance has a wastewater class on Wednesday 2/3/2016.

Lynley –
– Select One security upgrade of wire-less radios from 2G to 4G radios. Tim McNish motioned to approve the upgrade of wireless radios as quoted in the bid from Select one. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.
– Signed Enviro lab contract.
– Reminder next meeting is on a Tuesday – office closed on Presidents day.
– Sent rough draft of Historical application to State historical department. Will received feedback in roughly 30 days.
– We have not received a check from the Douglas County Heritage Council for the final 10%.

New Business –
– Promotion in Kansas Magazine for your choice of home towns. Council said include Lecompton for nomination.
– Summer Foods program: free meals for children from 1-18 yrs. old. $3.20/meal for guardian. The group would like to include a ½ hour educational program and cover meals for guardian, asking council for $500. After council discussion, Susie Hackathorn motioned to approve a $300 donation to the Summer Foods program. Jimmy Wilkins seconded the motion.
Motion passed 4 yea, 1 nay.
– PRIDE: 2nd floor being refinished, sand and finished, bill will come to City, PRIDE will reimburse through grant.
– Contact Windler construction for PRIDE waterproof of coal room.
– Elsie Middleton motioned to approve that Jamin Nally be appointed to the Financial Review Board and Leadership for E-Communities.
Motion approved 5 yeas, 0 nays.

8:17 PM – Jimmy Wilkins motioned to adjourn. Susie Hackathorn seconded the motion.
