May 16, 2016 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts. Residents or township members included: Jamin Nally, Jon & Lennette Crumet, Chuck & Martha Falk, Michelle Derusseau.
Mary Jane Hoffer motioned to approve the May 2, 2016 minutes; Tim McNish seconded the motion, with the following corrections: The City will notify the downtown businesses of street closures; change be to beat in reference to Allen County, and take the additional “is” before the Douglas/Jefferson County landfill paragraph. Motion passed 5 yeas, 0 nays.
Susie Hackathorn motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.

Lennette and Jon Crumet – Came before the Council after the Special Planning Commission meeting regarding a special use permit to allow them to move a newer mobile home on to the property at 637 Whitfield. Property owners Martha and Chuck Falk were also present. The final decision of the special use permit is to be determined by the City Council. Lennette Crumet spoke providing details of the mobile home: 1989 single wide manufactured home, putting on a permanent foundation – title work to the home says it is a manufactured home – The Council had some questions – whether the home was considered a residential design manufacture home – initially the council requested more information regarding the title and looked to seek guidance from the City Attorney, then questions about the actual dimensions of the home were brought up. City Code minimum width for an allowed manufactured home is 22’ and this single wide is only 13.8’, so it does not meet minimum requirements.
Susie Hackathorn motioned to not approve the special use permit allowing the mobile home to be moved on to the property at 637 Whitfield. Elsie Middleton seconded the motion.

Rance – New electric meter pole plan, working with Jimmy
Lynley –
– Having Bank issues with Bank of the Midwest, looking at other bank options for the City.
– Ordered tables/window curtains for PRIDE – PRIDE will reimburse
– Lynley will be gone Friday 5/27 – Jessica will be in the office from 8:30-12:30
Old Business –
– Appointment to Planning Commission: Council reviewed those who expressed interested in the planning commission. Mayor Sandra Jacquot appointed Vickie Clark to the Lecompton Planning Commission. Mary Jane Hoffer motioned to accept the Mayors appointment. Elsie Middleton seconded the motion. Motion passed 5 yeas, 0 nays.
– Chip n’ Seal – reviewed accepted bid from the vendor, came in around $40,000 work to start late July/early August.
New Business –
– Elsie –update on E-communities: 20 total replies to the Survey. Asked Council to review reply letter and release form. Council members agreed that both read well, they are okay to mail out.
As a result of the survey responses, most people are interested in help with advertisement – Road side Sign is still something people are asking for. Elsie spoke with Keith Browning on how to make this possible. Keith is speaking with Brad Ayers to review the mapping and will get back in touch with Elsie.
– PRIDE parking – on the old greenhouse grounds on the N.E. side of the PRIDE building. There is still interest in removing old utility lines not in use and turning it into parking as soon as possible.
– Regarding meeting minute draft from the Planning Commission, let the secretary know that the word council needs to be changed to commission.
