December 5, 2016 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, and City Superintendent Rance Roberts. City Attorney Jeff Heiman was absent at 7pm. Residents or township members included Lori Wilkins and Jamin Nally
Elsie Middleton motioned to approve the November 21st, 2016 minutes. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.
Susie Hackathorn motioned to approve the bills before the council. Tim McNish seconded the motion.

Rance –
– Sewer lift stations – the one at 800 E. Second (Kevin Quigley’s) is old and will need to be replaced; we may need a spare to have on hand. After speaking with Justin VanWinkle (previous superintendent) it was indicated that one as identical as possible as the one at 130 E. Woodson (Marlene Hackathorn’s) should be purchased. The consensus of the council was to get prices on lift stations for the next meeting.
– Cordless impact purchase – reviewed Mac Tools impact packages – council said get something good – 20v power – Jimmy Wilkins mentioned that Home Depot has 18v. batteries in 2packs for $99

– Election Ordinance reviewed dates and details.

Lynley –
– Engagement letter for financial audit from Karlin & Long –Mary Jane Hoffer motioned to approve the financial audit. Susie Hackathorn seconded the motion. Motion passed 5 yeas, 0 nays.
– Susie Hackathorn mentioned we should discuss with the City Accountant about suggestions for funds transfer at the end of the year.
– City Clerk Lynley Sanford approached the council at the last meeting in November about adding her husband Nick Sanford to her Health Insurance and paying the premium increase for adding him. The council asked that she talk with the accountant for the best way to pay for the premium: paying out of paycheck or writing a check back to the City. The accountant said either way would be fine. The consensus of the council was to take it out of payroll. Susie Hackathorn motioned to approve adding Nick Sanford to Lynley’s City Health Insurance and for it to be paid for through payroll. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays
Old Business
– Top 5 best small town Ks celebration discussion: it was mentioned that Paul Bahnmaier with the Lecompton Historical Society is working on signage. The council asked Lynley to check with Paul on what he’s thinking on planning and checking on cost. The council further discussed holding a community event to give celebrate. Something in the spring, involve the whole community, provide hot dogs, beans, close the Elmore street, and do a whole presentation with a sign.
New Business
– Building Permit #16-253 – Marlene Hackathorn: Jimmy Wilkins motioned to approve the building permit. Mary Jane Hoffer seconded the motion. Motion passed, 5 yeas, 0 nays.
– League of Kansas Municipalities – Membership & Dues – with the base charge has doubled our due fees. To keep our KMIT workers compensation we have to be a league member. Elsie Middleton motioned to approve renewing the League membership. Jimmy Wilkins seconded the motion. Motion passed 5 yeas, 0 nays.
– Jimmy Wilkins spoke with the council about paying out any remaining vacation time for Rance and Lynley since it doesn’t carry over to the next year. Jimmy Wilkins motioned to approve paying out remaining vacation on the 19th, Susie Hackathorn seconded the motion. Motion passed 5 yeas, 0 nays
7:65pm – Mary Jane Hoffer motioned to adjourn. Elsie Middleton seconded the motion.
