December 19, 2016 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. Residents or township members included Larry Hale, Doug Hodge, Jessica Mortinger, Ashley Myers, Paul Bahnmaier

Mary Jane Hoffer motioned to approve the December 5th, 2016 minutes. Elsie Middleton seconded the motion. Susie Hackathorn requested corrections.
Motion passed 5 yeas, 0 nays.

Jimmy Wilkins motioned to approve the bills before the council. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays

Jessica Mortinger – Presented the reginal pedestrian plan to the council – showing maps of where sidewalks were, where repairs/improvements needed to be made and estimates on additional sidewalks and repairs. She also indicated that there are federal 80/20 grants available for pedestrian/cycling improvements that we may look into if we want to make improvements in this area. The council thanked her for the hard work put into the review and thought it was very informative.

Paul Bahnmaier – Presented design from Bob Trainer Designs on roadside banners to help promote The City of Lecompton as one of the top 5 small towns in Kansas. 6 – 4X6 vinyl signs for $540.00. He also spoke of a conversation he had with Douglas County about future permanent roadside signs. Jimmy Wilkins made a motion to pay the Lecompton Historical Society the cost of all 6 signs ($540.00) and reconsider the park sign in the spring. Tim McNish seconded the motion. Motion passed 5 yeas, 0 nays.

Rance –
– Well pump – Davin coming out to repair
– Surging issue with Skid-steer, may be taking it in to have it worked on.
– Spoke to the council about increasing our permanent part-time superintendent hourly wage.
At 7:45PM Elsie Middleton made a motion to go into executive session to discuss non-elected personnel for 5 minutes.

At 7:50pm Mayor Sandy Jacquot called the meeting back to order. Susie Hackathorn made a motion to give Jessica Dark, the City’s permanent part time superintendent a 5% raise. Elsie Middleton seconded the motion.

Lynley –
– Central bank of the Midwest 6 month CD is up on 12/23/16 – general consensus of the council was to move it to People’s bank
– Jim long reviewed balance in all fund accounts and he said he had no recommendations to transfer money. It looks good where it’s at.
– Remaining candy canes from Santa event – consensus of the Council is to give to the church – Mary Jane will take them there.
– Reviewed Copier lease options – color versus mono –consensus of the council is to stick with what we already have.

New Business
– Informed the Council that an electrical inspection permit for Pat Ragan on Clark street lot A was approved.

– Members of the Lecompton Masonic Lodge were present to discuss holding meetings in the Lecompton Community building. They hold 4 meetings per year, the pancake feed at Territorial Days, and are part of the State Masonic Foundation which provides grant opportunities for PRIDE communities.
Elsie Middleton motioned to add Lecompton Masonic Lodge to the free list, Mary Jane Hoffer seconded the motion; it was added to the motion that the mason’s need to remember to clean-up after meetings and continue to help the community.

– Mayor Sandy Jacquot brought up the holiday situation with Christmas Eve and Christmas day being on the weekend. The council discussed and determined the City Staff could take the Monday after Christmas off. Put up a Facebook status and a sign in the window.
– Susie Hackathorn motioned to reimburse Jimmy Wilkins for gift-card purchases. Elsie Middleton seconded the motion.

8:15PM – Elsie Middleton motioned to adjourn. Tim McNish seconded the motion.
