MARCH 03, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Treasurer Ronald Thacker and City Attorney Jeff Heiman. Residents attending included Lori Wilkins, Sharone Steele and Rachel Moore

Susie Hackathorn motioned to approve the February 18, 2014 City Council Meeting Minutes. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Elsie Middleton motioned to approve the bills before the council. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Sharone Dontrez Steel – Approached the council about a onetime reduction of the cost of water due to a water leak at his home, he has gotten the repairs made. The council said we do have a policy for instances like this and they would grant him the reduction.

2014 GAAP waiver
Mary Jane Hoffer motioned to approve resolution #286 to waive the GAAP requirement for the City of Lecompton. Susie Hackathorn seconded the motion.

– Update on frozen meter Mike Leming – Mike Coffman meter was not frozen

Lynley –
– Clemons Lien Release
Elsie Middleton motioned to release the Community Development Lien on the property at 706 Simons, and for the City to pay the filing fee with the registrar of deeds office. Susie Hackathorn seconded the motion.

Old Business –
– Employee Health Insurance
Jimmy Wilkins motioned for the City to switch from the grandfathered BCBSKS health insurance plan to the BCBSKS Elite insurance plan, the City will continue to pay the premium until the end of 2014. Susie Hackathorn seconded the motion.

– Street light – install on N. Elmore between 214 & 230 – Triple check with Westar, make sure there is no additional installation fee, and if not, then yes we want it installed.
– Allen Jack –update and plan of action were discussed
– CB Flooring –Discuss City’s matching funds.
Elsie Middleton motioned to pledge $20,000 to the Heritage Grant if awarded to improve the Lecompton Community Building. Jimmy Wilkins seconded the motion

– Lecompton MHP: Electric inspection permits 14-221
Jimmy Wilkins motioned to approve Electric inspection permit 14-221 for Lecompton Mobile Home Park. Susie Hackathorn seconded the motion
