April 07, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call.. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman and City Treasurer Ronald Thacker. Residents attending included Lori Wilkins, Diana and David Swisher.
Mary Jane Hoffer motioned to approve the March 17, 2014 City Council Meeting Minutes with corrections (change year from 2012 to 2013 and comma’s and decimal points in the dollar value amount of city tax property assessment update) and the March 24, 2014 Special Meeting Minutes. Elsie Middleton seconded the motion.
Motion passed 5 yeas, 0 nays.
Susie Hackathorn motioned to approve the bills before the council. Tim McNish seconded the motion.
Motion passed 5 yeas, 0 nays.
David/Diana Swisher requested an extension for their building permit #13-215.
Susie Hackathorn motioned to approve a 90 day extension on the building permit #13-215. Elsie Middleton seconded the motion.

Mayor Sandy Jacquot proclaimed April as Fair Housing Month
Vicki Marino – Territorial Days Donation
Mary Jane Hoffer motioned to donate $1000.00 to the Territorial Day Committee. Jimmy Wilkins seconded the motion.

Jeff Heiman – discussed Alan jack situation where Alan filed an affidavit in the Douglas County Court. The City of Lecompton intends to proceed as planned.
Rance –
– Fire Hydrant on 7th St. leaking – working on repair
– Possible air compressor issue at water plant (running too often)
– Water plant/Paint for transmission lines
– Varmint holes on west side of city building – how to handle dirt packing and prevention
Jimmy Wilkins suggested talking with KB Mud Jacking (Dave Keating (785) 246-0799
– Look at cost to purchase a mini excavator
– Figure out linear yards of streets for Chip n’ seal
– Make a street priority list and email it to the city council
– General consensus of the council, for street repair only, if needed Rance can call in additional part time help.
Lynley –
– RWD #3 rates increased from $8.68 to $9.67/1000 gal
– Looked into credit card payments – discussed with council pros/cons – at this time the council is not looking any further into it.
Old Business –
– Street Repairs – discussed last end of town chip n’ sealed (2011 N. side of town)
– Reviewed Tuck pointing bids for PRIDE building.
– Reviewed Water tower inspection and clean out bids.
Jimmy Wilkins motioned to go with Pittsburgh tank and tower to use an ROV to inspect and then cleanout if necessary and replace the structure light bulb at the top. Susie Hackathorn seconded the motion.

New Business –
– Update on Ball Field from Mayor Sandy Jacquot.
– Appointing Planning Commission as BZA – after discussion the general consensus of the City Council is they did not want to do that. The last time anyone was appointed to the BZA was 2007, so Mayor will work on letters to individuals who would potentially like to serve on the BZA.
– Reviewed City Spring Newsletter, suggested a few corrections, council will have until Friday to review and make other changes or additions, then Lynley will print and distribute.
– Discussed inviting County Commissioner Jim Flory to a meeting – general consensus was “it’s a great idea.”
