November 03, 2014 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts, City Attorney Jeff Heiman and City Treasurer Ronald Thacker. Residents or township members present included Lori Wilkins, Cyndi Treaster, Ryan Wolkey, and Shawn Ball.

Elsie Middleton motioned to approve the October 20, 2014 City Council Meeting Minutes. Jimmy Wilkins seconded the motion.
Motion passed 5 yeas, 0 nays.

Tim McNish motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays

Ryan Wolkey – solicited discussion about adopting the all hazards mitigation plan, resolution 291.
Mary Jane Hoffer motioned to approve resolution #291 adopting the Region K all-hazard, multi- jurisdictional mitigation plan. Susie Hackathorn seconded the motion.
Motion passed 5 yeas, 0 nays

Cyndi Treaster – presented an update to the council about the Lecompton Community Pride building, Cyndi made a request for a donation of $500 for window repairs/replacements.
Susie Hackathorn motioned to approve a donation in the amount of $500 to Lecompton Community Pride for window replacement/repairs. Jimmy Wilkins seconded the motion.

Shawn Ball – Trash Service Contract Renewal. No increases this year. Also: Curb-side recycling is available, and there is a new bin on Clark Street that will take tin cans, plastic, newspaper, and all colored glass.

Ron Thacker – Treasurer’s report

Jeff Heiman – Goats/Llama’s zoning issue/barnyard animal issue – will do more research and come back to the council

Rance –
– 03’ Chevy Truck repairs- Transmission being replaced with a 3yr, 100,000 mile warranty transmission.
– Water plant update: TVSS (surge protector) did not need replaced, just reset.
Lynley –
– Christmas Party: November 29th at 6pm – Surprise Santa visit – look into hollow candy filled candy canes.
– Park equipment committee: Tabetha Mallonee, Jamie Newman, Elsie, Jimmy, Lynley, and Tina Bartlett
– HP Fuser/Replacement – council discussed and would rather purchase a new printer instead of a fuser because of the age of the machine. Check out a couple places for cost of new printer. (Quill, Sam’s, Laser Jet, and ask Daniel Hinrichsen) The general consensus of the council was that we should stick with an HP printer.

Old Business –
– Weed nuisances: Hatcher ok; Stauffer is working on it; Swisher ok; Janes revisit 11/17
– Letter to Westar – Mayor Sandy Jacquot gave an update; Council discussed and the consensus was to have the Mayor write and send a letter to Westar requesting the electrical supply, especially serving the water plant be monitored.

New Business –
– Elsie – discussed the meeting from the E-communities meeting and the accelerator program.
– Jefferson County Planning & Zoning: holding a public hearing on Monday 11/24/2014 @ 7pm in the Jefferson County Courthouse, 300 Jefferson St., Oskaloosa KS. To review a development plan amendment to consider a mobile concrete plant at the Sand Plant on Lecompton Rd, Perry, KS. The council suggested contacting Douglas County to see if they are aware/concerned.

Announcements –
– Decorate Park on 11/19 @ 10am.
– PRIDE chairs were ordered and delivered last week
– USD 343 did pay for the ball park water bill $5.70
– Pole light decorations coordinated with Westar for 11/18 @ 10am
