April 01, 2013 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Mark L. Tunstall brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford and City Superintendent Justin VanWinkle. Residents or township citizens present: Lori Wilkins, Bill Smith, Sandy Jacquot, Harold Williams, Brenda Mullins, and Roy Paslay.
Jimmy Wilkins motioned to approve the March 18, 2013 City Council Meeting Minutes. Elsie Middleton seconded the motion. Council member Susie Hackathorn requested editing out a couple sentences from the minutes regarding the Michael Mitchell driveway. Motion passed with revisions 5 yeas, 0 nays.
Tim McNish motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays.
Brenda Mullins approached the Council asking to give leniency to allow the purchaser of her home to have a horse on the property. City Code does not provide exemptions; the Council stated they have to follow City Code. The purchaser could request the Council change the code by amending it with an ordinance, with no guarantee that it would be approved.
It was brought to the Council’s attention that John and Cheryl Harper have two horses on their property within the City Limits. The Council requested the Harper’s be sent a letter informing them that per ordinance they cannot have horses within the City Limits.
Harold Williams approached the Council about installing tubes on the SE corner of his property and replacing his two driveway tubes.
Elsie Middleton motioned that Harold Williams would purchase drainage tubes and the City Superintendent would help with installing the tubes and provide fill dirt. Once installation is complete, upkeep becomes the sole responsibility of Harold or current property owner. Jimmy Wilkins seconded the motion. Vote carried 5 yay, 0 nays
PRIDE update: Provided Budget outline for the DCCF grant. Group plans on replacing two large A/C units and would like the City Superintendent present for bids. Plumbing repairs will be starting the first week of April, the City Council requested that proof of Liability insurance be provided before repair work is started. Bill Smith with PRIDE purchased 16 6ft light weight tables from Lowes, a portion of the funds from the DCCF grant will be used to reimburse Bill Smith. Regarding the fee for trash service, the council agreed that the City will cover the charge and not bill PRIDE for it. The library lounge (Owls nest) is up and running.
A general contract with LightLyre films was provided. Sandy Jacquot had read through the contract and provided an additional sheet of amendments. A final contract will be provided to the City for review. LightLyre films will have 1 million dollars in liability insurance coverage while utilizing/improve/film at the Old Lecompton Rural High School.

– Lecompton Ball Association has a past due amount that has not been paid the water meter is shut off and locked.
Lynley – Notified the Council of RWD #3 rate increase from $7.93/1000 gal to $8.68/1000 gal.

– Territorial Day Sign/Repair – Replace Sign try to match the color. If replacement cost is over $250.00 call the mayor.
– Council reviewed current received job applications and decided to leave the job open until April 15th 2013.
– Council requested that the City Clerk call a few of the applicants back to inquire about their availability of hours
– Increase the insurance coverage amount for the buildings/structures at the lagoons? – The council discussed and felt the current amount of coverage was adequate.
– Mayor proclaimed April 9th 2013 as a day of recognition for National Service
– Mayor proclaimed the month of April 2013 as the 45th year of fair housing month.
– Discussed names of individuals who would be interested in being on the back up voting judge list for Douglas County
