April 15, 2013 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Council President Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Justin VanWinkle. Residents or township citizens present: Lori Wilkins, Sandy Nichols, Michael and Betty Mitchell, Richard Wingfield, Tim Kilburn, Don Kilburn, Cheryl Harper, Paul Bahnmaier, and Bruce Liese
Tim McNish motioned to approve the April 01, 2013 City Council Meeting Minutes. Susie Hackathorn seconded the motion. Elsie Middleton requested that additional language be added to the last sentence in the 4th paragraph Motion passed 5 yeas, 0 nays.
Elsie Middleton motioned to approve the April 3rd, 2013 Special Meeting Minutes. Mary Jane Hoffer Seconded the motion. Motion passed 5 yeas, 0 nays
Mary Jane Hoffer motioned to approve the bills before the council. Tim McNish seconded the motion. Motion passed 5 yeas, 0 nays.
Councilperson’s Elsie Middleton and Tim McNish accepted their re-elected positions on the City Council and each read their Oaths of Office.
Sandy Jacquot accepted her elected position of Mayor and read her Oath of Office

Paul Bahnmaier – Requested Territorial Day Donation
Jimmy Wilkins motioned that the City of Lecompton donate $1000.00 to the Lecompton Territorial Day Committee. Elsie seconded the motion. Motion passed 5 yays, 0 nays
Historical Society representative Paul Bahnmaier offered to help the City paint fire hydrants as they need painted, utilizing court help that is provided to the Historical Society, if the City would provide the paint and paint brush. The City Council agreed that would beneficial and they accepted the offer, and for Paul to contact the City Office when that help is available.
Cheryl Harper – Horses within City Limits – Ordinance on Animals and keeping animals was discussed.
Elsie Middleton motioned to allow Cheryl Harper 60 days to find a new home or boarding for her horses. Jimmy seconded the motion. Motion passed 5 yays, 0 nays.
Tim Kilburn – approached the council regarding access to property he purchased. Discussion of the matter occurred, it was agreed that more research was needed to make a determination on how/where access could be provided. City Clerk was asked to contact the Lecompton Planning and Zoning Board to study flood plain and maps.
Debbie Usser/Myron Staab – Non-payment for trash service – After reviewing the ordinance and discussion with City Attorney Lee Hendricks, the council decided that the utility users were obligated to pay for trash service. The council authorized the mailing of the second notice and requested the City Clerk notify the property owner.
PRIDE – presented reimbursement for utilities check to the City of Lecompton
Lee Hendricks – Provided the City Council members with a letter regarding meeting minutes.
Jimmy Wilkins motioned to attach Lee’s letter to the March 18, 2013 City Council Meeting Minutes. Tim McNish seconded the motion. Motion carries 5 yays, 0 nays
Lee will review the lightlyre film contract to make sure the City is adequately protected
Elsie Middleton – summer flower allotment
Elsie Middleton motioned that $200.00 be allotted to purchase flowers for the City. Susie Hackathorn seconded the motion. Motion carries 5 yays, 0 nays
Justin VanWinkle
– Crack sealing on 7th street needs to be done.
– Discussion of him transition from F/T city employee to P/T and pay.
Jimmy Wilkins motioned to go into executive session for 10 min @ 8:26pm to discuss non-elected personnel pay and asked Justin VanWinkle to stay for the executive session. Susie Hackathorn seconded the motion. Motion carries 5 yays, 0 nays.
Mayor Sandy Jacquot called the meeting back to order at 8:36pm.
Mary Jane Hoffer motioned to pay Justin VanWinkle $20 per hour while he works for the City on a Part Time basis. Elsie Middleton seconded the motion. Motion carries 5 yays, 0 nays.
E- Communities meetings – Mayor Sandy Jacquot said she will continue to attend these meetings.
CDBG grants – review of grants available. Council expressed interest for grants that would improve the City Community Building. Council asked Lynley Sanford City Clerk to contact Donna with GAS.
Lynley
– Updates: May 10th City Park dog registration and vet clinic
– Cody Nichols can read meters on Monday April 22nd
– KDHE – water/waste water operator in training needs to be named by May 8th.
Old Business:
Elsie Middleton stated concern over the ditch that is washing out at the corner 3rd and Elmore on the South East side of the road.
New Business
Reviewed Full Time and Part Time applications for City Superintendent
City Council called for special meeting to be held on Monday April 22nd to begin the interview process.
