April 16 , 2012 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Mark L. Tunstall brought the Lecompton City Council Meeting to order at 327 Elmore., Lecompton, KS.
New and returning Council Members took Oath of Office: Jimmy Wilkins, Mary Jane Hoffer and Susie Hackathorn.
Mayor Mark L. Tunstall appointed council persons to their new responsibilities:
Jimmy Wilkins – Council President and Water/MPO
Elsie Middleton – Parks/Recreation
Mary Jane Hoffer – Sewer/MPO
Susie Hackathorn – Trash
Tim McNish – Streets
Elsie Middleton motioned to approve the Mayor’s appointments. Jimmy Wilkins seconded the motion. Motion carried 5 –yay; 0 – nays
Council Members present Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn, and Elsie Middleton were present. The following were also present: City Clerk Lynley Sanford, City Superintendent Justin VanWinkle, City Attorney Lee Hendricks and community members: Lori Wilkins, Brenda Hastert, Sandy Jacqout and Denzil Hackathorn (Arrived after 7:30pm).
Jimmy Wilkins motioned to approve the minutes from April 02, 2012. Tim McNish seconded the motion. Motion carried 4yay – 0 nay – 1 abstain (Elsie Middleton)
Jimmy Wilkins motioned to approve the bills before them, Mary Jane Hoffer seconded the motion. Motion carried 5 yay- 0 nay
Sandy Jacqout – Approached the council about donating money to the Territorial Day Committee.
Mary Jane Hoffer motioned to donate $1000.00 to the Territorial Day Committee. Jimmy Wilkins seconded the motion. Motion carried 5-yay 0-nay
Brenda Hastert – Wanted to say “Thank You” from the United Methodist Church Youth Group for letting them use the Old Lecompton High-School. – Also inquired about renting space? – Much general discussion occurred –
Elsie brought forth information on an individual who was interested in renting some space in the old H/S for a trial period.
Per City Attorney’s recommendation – City would like to continue to abstain from being a landlord, and while in the process of applying to have the property become tax exempt, the City cannot take income money in terms of rent, etc…
Mary Jane Hoffer suggested the committee to do more work to see if there is more interest to form a committee that can take over the whole building/ responsibility.

E-community volunteers from council or Lecompton business owners. Would like to have other individuals involvement. Contact Lecompton City Office and Lynley will forward info to Mark.
Brouhard property on 7th street (vacant lot) – Grass/weed/mowing issue
Elsie Middleton motioned to have City Attorney Lee Hendricks send a letter to the Brouhards about weed/grass ordinance violation at 335 E. 7th street. Mary Jane Hoffer seconded the motion. Motion carries 5-yay 0-nays
Communications:
Justin –
– Handicap railing at Community Building – Justin is to put a rail around the loop at the shelter at the community building.
– Alley entrance off of Woodson between Whitfield and Issacks – Water is eroding away the gravel, and there is an 18” “pit” there, water continues to wash down the sidewalk in front of Earl Sanfords house. – Suggestion to fix it by installing 2 – 6” tubes at that drive/alley and use sak-crete or millings to extend the sidewalk.
– Reviewed Street – Chip n’seal and repair.
9:05 PM – No residents were present for the remainder of the City Council Meeting

– Updated ideas for 2013 Vet Clinic
– Building Permit 12-206 – Review info for approval.
o Tim McNish motioned to approve building permit # 12-206. Elsie Middleton seconded the motion. Vote carries 5-yay 0-nays
– Dan H. are we going to stay with him for webhosting?
o Susie Hackathorn motioned to stay with Dan for web hosting. Elsie Middleton seconded the motion. Vote carries 5-yay 0-nays
– Newsletter – review and approval
o Susie Hackathorn motiones to approve the newsletter. Mary Jane Hoffer seconds the motion with the stated corrections. Motion carries 5-yay 0-nay
