May 07 , 2012 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Mark L. Tunstall brought the Lecompton City Council Meeting to order at 327 Elmore., Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present. The following were also present: City Clerk Lynley Sanford, City Superintendent Justin VanWinkle; residents or township citizens: Ryan Maline, Andy Davis – Worthington, Kathy Paslay, Roy Paslay, Mike Leming, Danny Sanford, and Brittany Zilliox
Susie Hackathorn motioned to approve the April 16th 2012, City Council Meeting Minutes. Tim McNish seconded the motion. Vote carried 5yays, 0 nays
Mary Jane Hoffer motioned to approve the bills before the council. Jimmy Wilkins seconded the motion. Vote carried 5yays, 0 nays
Mayor Mark L. Tunstall appointed Lynley Sanford as City Clerk, Lee Hendricks as City Attorney, Jim Long as City Accountant, Tabetha Mallonee as City Treasurer and Jimmy Wilkins as Utility Officer.
Susie Hackathorn motioned to approve those appointments. Elsie Middleton seconded the motion. Vote carried 5yays, 0 nays
Mayor Mark L. Tunstall appointed the following to the Lecompton planning commission; Amber Nickel, Kathy Paslay, Brenda Hastert, Jeff Robertson, and Leigh Ann Woody leaving 2 vacant positions.
Jimmy Wilkins motioned to approve the appointments excluding Leigh Ann Woody who turned in a letter of resignation, leaving 3 vacant positions on the commission. Mary Jane Hoffer seconded the motion. Vote carries 5 yays, 0 nays.
Mayor Mark L. Tunstall appointed the Lawrence Journal World as the City Newspaper, Appointed the City Banks with First State Bank and Trust and Douglas County Bank, and appointed Jimmy Wilkins as the Public Information Officer.
Mary Jane Hoffer motioned to approve those appointments. Elsie Middleton seconded the motion. Vote carried 5yays, 0 nays.
Vicky Wells – filed a dog complaint against her neighbor at 540 E. 7th street. The council decided at this time to monitor the situation and not to take any further action.
Resolution #281 – Dean Brouhard’s property at 322 7th street – resolution to take action in mowing and cleanup of the property.
Tim McNish motioned to approve resolution #281. Jimmy Wilkins seconded the motion. Vote carried 5yay, 0 nays
Mike Leming – 528 Whitfield – RD Johnson had changed the grading of his ditch, and it has become difficult to mow. Mike has gotten his mower stuck and fallen off his mower a few times, and would like to know if the ditch work is complete, or if more work will be done to it. Superintendent Justin VanWinkle is to contact Brian Kingsley at BG Consultants and find out how near the project is to completion.
Danny Sanford – Brought forth issues that need rectified: Tube in alley on west side of his house – deteriorated, needs replaced. Corner of Elmore & Woodson, ditch tube on SW side needs looked at. Issacks and Woodson the Culvert tube running North and South needs something around it to protect people from falling off into it. Alley behind Georgia Stansell’s house needs trees trimmed, and there is a tree that has overgrown the Alley.
City Council decided to have Superintendent Justin VanWinkle look at these items and revisit them on the next meeting or fix it if easily repairable.
Jimmy Wilkins mentioned the Alley between Whitfield and Issacks, where the old Township building is. It was discussed previously during a council meeting that something should be done to prevent the rock from washing out there because it creates a large crevice that someone could easily step in and twist their ankle. Jimmy looked at the situation with Justin and it was decided that putting tubes in would not work. Justin instead has filled the crevice with larger rock to see if it will hold better and not wash out.
Justin:
– Equipment the city will need to purchase before the end of the year – Sander spreader – est. cost $6000
– Tables for the CB – currently we only have 9 – pricing new mighty light tables
– Chip n’seal street work – reviewed bid from Vance brothers – Council would like the City to obtain more bids from other companies.
Lynley
– Tax exemption approved for old H/S
– Suit against Vicky Wells (pit bull issue) considered resolved – dog is out of town – suit has been stopped
– Copy Machine return – Council has decided to purchase the old unit – not sending it back – Tim McNish will talk with Lecompton Fire Department – see if they are interested in purchasing the machine
– Complaint from Larry Matthews about 7th street – the “sunk in” spot where the water line repair was made in 2011 – would like to know when something is going to be done about it
– Review Lease/Purchase application – council review/suggest changes – approve for use.
Old H/S Updates:
– Elsie Middleton created an email address for the Old H/S Committee: lrhsbldg@yahoo.com she has the password and will check emails regularly.
– Search committee proposal – non-profit org.
– Elsie presented: discussion with Jennie Chinn, Director State Historical Society, regarding current city building and former high school.
– Slide show is on Lecompton Website
– Lights on the 3rd floor of the building do not come on at the switches, maybe at the breaker box, but Lynley wasn’t able to trip the right breaker.
– Elsie is touring the Ks. State Historical Society representative on May 17th at 9am

– Anonymous interested party for Old High School – Council would like Lynley to contact the anonymous party and ask them to be prepared for the next meeting for a mini presentation.
– Pay raises for Lynley and Justin
8:46pm Jimmy Wilkins motioned that the Council move into executive session until 9pm to discuss raises for the non-elected employees. Elsie Middleton seconded the motion. Vote carries 5 yay, 0 nay.
At 9pm Mayor Mark L. Tunstall called the Council meeting back to order, Jimmy Wilkins motioned that the Council return to executive session until 9:06 to finish discussing raises for the non-elected employees. Elsie Middleton seconded the motion. Vote carries 5 yay, 0 nays.
At 9:06pm Mayor Mark L. Tunstall called the Council meeting back to order – The Lecompton City Council decided at this time that City Clerk, Lynley Sanford who was not awarded a 90 day end of probation pay increase would not be awarded an annual pay increase at this time. City Superintendent Justin VanWinkle was awarded a 2% pay increase.
Susie Hackathorn motioned to approve the City Council’s pay rate increases for City Superintendent. Tim McNish seconded the motion. Vote carries 5 yay, 0 nays.
9:38 pm Susie Hackathorn motioned to adjourn the city council meeting. Mary Jane Hoffer seconded the motion. Vote carries 5 yays, 0 nays.
