JUNE 18, 2012 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Mark L. Tunstall brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Jimmy Wilkins, Susie Hackathorn and Elsie Middleton were present. The following were also present: City Clerk Lynley Sanford, City Superintendent Justin VanWinkle, City Attorney Lee Hendricks, City Accountant Jim Long; residents or township citizens: Lori Wilkins, Sharon Bunce, Cyndi Treaster, Roy Paslay, William J. Smith and Denzil Hackathorn.
Susie Hackathorn motioned to approve the June 04, 2012 City Council Meeting Minutes. Tim McNish seconded the motioned. Vote carried 5 yays, 0 nays
Jimmy Wilkins motioned to approve the bills before the council. Tim McNish seconded the motion. Vote carried 5yays, 0 nays
City Clerk Lynley Sanford provided an update from the Lecompton Volunteer Fire Dept.
Jim Long – City Accountant – presented the current financial position of the City and facilitated discussion about spending money on road improvements.
Sharon Bunce – presented a complaint about the John Chaney property on South Crest being overgrown with weeds (poison ivy and sumac) City Council asked City Attorney Lee Hendricks to check and see if they had sent any nuisance/code violation letters last year.
Susie Hackathorn – Presented concerns about the condition of the CB – floor and sink repairs amongst other concerns.
Cyndi Treaster – PRIDE committee – Presented updates on the Old Lecompton High School. On June 12th the elevator was not working, committee is concerned about the maintenance of the building had questions specifically about the boiler, cost of annual inspections, requested that copies of bills for the property continue to be forwarded on to the committee, future plans to work with Douglas County Community Foundation to generate tax deductible donations to help support the property, starting a committee checking account. Other concerns include the sprinkler system and sprinkler heads. Request to take out the stage cupboards/shelves. Committee would like a whole set of keys to the entire building. There is a gutter on the S.E. Side that may be plugged up, working with Lecompton Fire Department to get that cleaned out (use their ladder truck). Cyndi Treaster will continue to come to the second meeting every month to provide updates to the City Council.
Lee Hendricks – Update on Vickie Wells possibility of having her pit-bull back in her home: Vickie was contacted by City Attorney Lee Hendricks, she said this is not the same dog, it is a similarly colored dog (brown), but this is a new lab mix puppy. At this point no further action will be taken.
Justin – Street Work
– The City Council has decided at this time to not chip n’seal any remaining roads.
– Discussion on road repair and patching occurred. The Council will put together a list of High-priority streets to have work completed on.
– Jimmy Wilkins motioned to use up to $10,000 for expenses on street patching and street work. Susie Hackathorn seconded the motion. Vote carries 5 yays, 0 nays
Lynley – KU Surplus approval
– Steve Fugett declined to be a participant on the Planning Commission
– Crystal Leming accepted the position on the Planning Commission, leaving 2 positions still available
– Reported on ThyssenKrupp Elevator Corp – billing – Lee Hendricks is handling – sent a letter
– Fire Chief Wayne Riley is up for reappointment as our city representative for Dg. Co. Emergency Management Board.
– Mayor Mark L. Tunstall formally reappointed Fire Chief Wayne Riley as the City Representative for Dg. Co. Emergency Management.
– Susie Hackathorn motioned to approve the Mayors appointment. Elsie Middleton seconded the motion. Vote carries 5 yays, 0 nays
Old Business – none
New Business – Denzil Hackathorn requested specifics about where to park his trailer being used for a stage for Territorial Days. Lynley will contact the Territorial Day Committee and have them contact Denzil.
9:00 pm Tim McNish motioned to adjourn the city council meeting. Mary Jane Hoffer seconded the motion. Vote carries 5 yays, 0 nays.
